Rewards for Justice is offering a reward of up to $10 million for information on Hashim Finyan Rahim al-Saraji, the leader and Secretary General of the terrorist group Kata’ib Sayyid al-Shuhada (KSS), a U.S.-designated Foreign Terrorist Organization (FTO).
Under al-Saraji’s leadership, the group has planned and attacked U.S. military bases and personnel in Iraq and Syria, such as the January 20, 2024, ballistic missile and rocket attack targeting Al Asad Air Base and the October 23, 2023, drone attacks on U.S. bases at Al-Omar oil field and al-Shaddadi in Syria.
KSS members have received direction, funds, training, and equipment from the Iran’s Islamic Revolutionary Guard Corps–Qods Force (IRGC-QF) and have obtained intelligence and weapons from Iran-supported Lebanese Hizballah, both of which are U.S.-designated FTOs.
On November 20, 2023, the Department of State designated KSS and al-Saraji as a Specially Designated Global Terrorists (SDGT), pursuant to Executive Order 13224. Among other consequences, all their property and interests that are in the United States, that come within the United States, or come within the possession or control of U.S. persons, are blocked, and U.S. persons are generally prohibited from engaging in any transactions with them.
On September 17, 2025, the Department of State designated KSS as an FTO under Section 219 of the Immigration and Nationality Act, as amended. As a result of this designation, U.S. persons are prohibited from providing material support or resources to, or engaging in other transactions with KSS, and all property and interests in property of the organization that are in the U.S., or come within the U.S., or the control of U.S. persons are frozen.
