Rewards for Justice is offering a reward of up to $10 million for information on Haydar Muzhir Ma’lak al-Sa’idi, the leader of the terrorist group Harakat Ansar Allah al-Awfiya (HAAA), a U.S. designated Foreign Terrorist Organization (FTO).
Al-Sa’idi serves as Secretary General of HAAA, and under his leadership, the group has attacked U.S. bases and military personnel in Iraq, Jordan, and Syria, and has kidnapped Iraqi politicians. On January 28, 2024, HAAA was involved in an unmanned aerial system (UAS) attack on a U.S. military base in Jordan, killing three U.S. servicemembers and wounding more than 40 others.
On April 4, 2020, HAAA was one of eight Iran-aligned militia groups based in Iraq that threatened attacks against U.S. targets and prime ministerial candidate Adnan al-Zurfi. HAAA also was involved in the 2019 killing of Iraqi protestors. HAAA members have received funds, training, and equipment from Iran’s Islamic Revolutionary Guard Corps–Qods Force (IRGC-QF). HAAA has demonstrated loyalty to the IRGC-QF and closely follows the direction of Iran’s leaders.
On June 17, 2024, the U.S. State Department designated HAAA and al-Sa’idi as Specially Designated Global Terrorists (SDGTs), pursuant to Executive Order 13224. Among other consequences, all their property and interests that are in the United States, that come within the United States, or come within the possession or control of U.S. persons, are blocked, and U.S. persons are generally prohibited from engaging in any transactions with them.
On September 17, 2025, the Department of State designated HAAA as an FTO under Section 219 of the Immigration and Nationality Act, as amended. As a result of this designation, U.S. persons are prohibited from providing material support or resources to, or engaging in other transactions with, HAAA, and all property and interests in property of the organization that are in the U.S., or come within the U.S., or the control of U.S. persons are frozen.
