Rewards for Justice is offering a reward of up to $5 million for information on Ousmane Illiassou Djibo, also known as Petit Chapori and Khaled Foulani, for his participation in the 2017 Tongo Tongo, Niger attack.
Djibo is an Islamic State of Iraq and Syria in the Greater Sahara (ISIS-GS) leader operating in the Menaka Region of Mali. Djibo is a close collaborator and key lieutenant of ISIS-GS leader, Adnan Abu Walid al-Sahrawi (Abu Walid). Djibo directed subordinate ISIS-GS members to develop a network to kidnap or attack Westerners in Niger and surrounding countries. Djibo has also taken part in numerous assaults on local forces. He led ISIS-GS fighters in the July 1, 2019 attack on the Nigerien Armed Forces base in Inates, Tillaberi Region, Niger. He also provided the order for ISIS-GS fighters to take six Nigerien soldiers hostage during an ambush on Nigerien soldiers near Tongo Tongo on May 14, 2019.
On October 4, 2017, near Tongo Tongo, Niger, ISIS-GS-linked militants attacked members of a U.S. Special Forces team tasked with training, advising, and assisting Nigerien forces in fighting terrorism. The attack resulted in the deaths of four U.S. and four Nigerien soldiers. Two additional Americans and eight Nigeriens were wounded in the encounter. On January 12, 2018, ISIS-GS leader Abu Walid claimed responsibility for the attack.
On June 28, 2021, the U.S. Department of State designated Djibo as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property, and interests in property, of Djibo that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Djibo. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to ISIS-GS, a U.S.-designated Foreign Terrorist Organization.
