Revolutionary Organization 17 November (17N) was established in 1975 as a radical leftist group. The group sought the ouster of U.S. bases from Greece, the removal of Turkish military forces from Cyprus, and the severing of Greece’s ties to NATO and the European Union. 17N was responsible for numerous acts of terror in Greece, including shootings, rocket attacks, and car bombs. The group’s campaign of terror resulted in the deaths of four Americans: William Nordeen, Ronald Stewart, George Tsantes, and Richard Welch. An offshoot of 17N claimed responsibility for the January 12, 2007 rocket-propelled grenade attack on the U.S. Embassy in Athens.

On October 8, 1997, the U.S. Department of State designated 17N as a Foreign Terrorist Organization (FTO) under section 219 of the Immigration and Nationality Act, as amended. On September 3, 2015, the Department of State revoked 17N’s designation as an FTO.
