Rewards for Justice is offering a reward of up to $15 million for information leading to the disruption of financial mechanisms of the U.S.-designated terrorist organization Islamic Revolutionary Guard Corps (IRGC).

Kimia Part Sivan Company (KIPAS) is the drone-production arm of Iran’s Islamic Revolutionary Guard Corps Qods Force (IRGC-QF). KIPAS officials have conducted unmanned aerial vehicle (UAV) flight tests for the IRGC-QF and have provided technical assistance for IRGC-QF UAVs transferred to Iraq for use in IRGC-QF operations. KIPAS has also procured valuable UAV components from companies based outside of Iran for onward use by the IRGC.

The IRGC has financed numerous terrorist attacks and activities globally, including via its proxies outside Iran, such as Hamas, Hizballah, and Iran-backed militia groups in Iraq. The IRGC funds its international activities – in part – through sales of military equipment, including UAVs. Proceeds from Iran’s sale of weapons and UAVs, including to buyers in Russia, also benefit the Iranian military, including the IRGC-QF.

Iran-based KIPAS senior staff members Hasan Arambunezhad, Abolfazl Ramazanzadeh Moshkani, Mehdi Ghaffari Naghneh, Reza Nahar Dani, Abbas Sartaji, and Hadi Jamshidi Zavaraki have been actively involved in the company’s testing, development, and supply of drones, particularly for Iranian-aligned militant groups in Iraq, Yemen, and Syria.

On April 18, 2024, Arambunezhad, Moshkani, Naghneh, Nahar Dani, Sartaji, and Zavaraki were sanctioned by the U.S. Department of the Treasury pursuant to E.O. 13224, as amended, for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC-QF. The Treasury Department previously sanctioned KIPAS on October 29, 2021, pursuant to E.O. 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, the IRGC-QF.

As a result of these sanctions, all property and interests in property of KIPAS and these individuals that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked.

Financial institutions and other persons engaged in certain transactions or activities with the sanctioned entities and individuals may expose themselves to sanctions or be subject to an enforcement action.
