Rewards for Justice is offering a reward of up to $10 million for information leading to the identification or location of any person who, while acting at the direction or under the control of a foreign government, engages in certain malicious cyber activities against U.S. critical infrastructure in violation of the Computer Fraud and Abuse Act.

Anxun Information Technology Co., Ltd. (上海安讯信息技术有限公司) is a Shanghai-based software company also known as i-Soon. The firm has conducted malicious cyber operations on behalf of the People’s Republic of China (PRC) Ministry of Public Security (MPS) and Ministry of State Security (MSS) since at least 2016. As part of its core business, i-Soon hacks into U.S. e-mail accounts, cellphones, and websites to steal data on behalf of the PRC.

i-Soon has targeted U.S. federal and state government computer systems, news organizations, and private individuals, impacting some of the most vital sectors of U.S. critical infrastructure, including communications and information technology  At the request of MPS officers, in 2016 i-Soon launched a distributed denial of service (DDoS) attack against a New York-based newspaper, followed by a 2017 attempt to access more than 100 U.S. Defense Intelligence Agency employee e-mail accounts by spear phishing the account holders. i-Soon also spear phished U.S. Department of Commerce and U.S. International Trade Administration employees in 2018.  In 2022, after successfully accessing e-mail accounts of several members of the New York State Assembly, i-Soon attempted to sell the exfiltrated messages to MPS officials. i-Soon also targeted communications systems of U.S.-based religious organizations, research institutions, and news services.
