Rewards for Justice is offering a reward of up to $10 million for information on the activities, networks, and associates of Muhammad Kawtharani, also known as Jafar Kawtharani. Kawtharani is a senior leader of Hizballah’s forces in Iraq. Kawtharani assumed some of the political coordination of Iraq-based, Iran-aligned paramilitary groups formerly organized by now-deceased Islamic Revolutionary Guard Corps general Qasem Soleimani.
Kawtharani facilitates operations of groups outside the control of the Government of Iraq that have violently suppressed protests, attacked foreign diplomatic missions, and engaged in widespread organized criminal activity. As a member of Hizballah’s Political Council, Kawtharani has promoted Hizballah efforts to provide training, funding, and political and logistical support to Iraqi Shia insurgent groups. Kawtharani has also assisted extremists transiting to Syria to support the Assad regime.
On August 22, 2013, the U.S. Department of the Treasury designated Kawtharani as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property and interests in property of Kawtharani that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Kawtharani. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to Hizballah, a U.S.-designated Foreign Terrorist Organization.
