R\u00e9compenses pour la Justice offre une r\u00e9compense de jusqu’\u00e0 7 millions de dollars pour toute information sur Muhammad Abbatay, plus connu sous le nom de Abd al-Rahman al-Maghrebi. Al-Maghrebi est un dirigeant cl\u00e9 d’Al-Qa\u00efda (AQ) bas\u00e9 en Iran. Il est le directeur de longue date de la branche m\u00e9diatique d’AQ, al-Sahab, et est le gendre et le conseiller principal du chef d’AQ, Ayman al-Zawahiri.<\/p>\n\n
Les documents r\u00e9cup\u00e9r\u00e9s lors de l’op\u00e9ration militaire de 2011 contre l’ancien chef d’AQ Oussama ben Laden, aujourd’hui d\u00e9c\u00e9d\u00e9, indiquent qu’al-Maghrebi est une \u00e9toile montante d’AQ depuis de nombreuses ann\u00e9es. Al-Maghrebi est le directeur g\u00e9n\u00e9ral d’AQ en Afghanistan et au Pakistan depuis 2012. Apr\u00e8s des ann\u00e9es de pression antiterroriste internationale, il a d\u00e9m\u00e9nag\u00e9 en Iran, o\u00f9 il a continu\u00e9 \u00e0 superviser les activit\u00e9s d’AQ dans le monde entier. En tant que chef du bureau des communications externes d’AQ, al-Maghrebi coordonne les activit\u00e9s avec les affili\u00e9s d’AQ.<\/p>\n\n
Le 12 janvier 2021, le D\u00e9partement d’\u00c9tat am\u00e9ricain a d\u00e9sign\u00e9 al-Maghrebi comme un Terroriste Mondial Sp\u00e9cialement D\u00e9sign\u00e9 (Specially Designated Global Terrorist) conform\u00e9ment \u00e0 l’Ordre Ex\u00e9cutif 13224, tel qu’amend\u00e9. En raison de cette d\u00e9signation, entre autres cons\u00e9quences, tous les biens et int\u00e9r\u00eats sur les biens d’al-Maghrebi soumis \u00e0 la juridiction des \u00c9tats-Unis sont bloqu\u00e9s, et il est g\u00e9n\u00e9ralement interdit aux personnes am\u00e9ricaines d’effectuer des transactions avec al-Maghrebi.
