R\u00e9compenses pour la Justice offre une r\u00e9compense allant jusqu’\u00e0 5 millions de dollars pour toute information sur Ali Sayyid Muhamed Mustafa al-Bakri, \u00e9galement connu sous le nom d’Abd al-Aziz al-Masri. Al-Bakri est membre du conseil de la choura d’Al-Qa\u00efda (AQ), l’organe de d\u00e9cision du groupe, et est un proche associ\u00e9 du dirigeant d’AQ, Sayf al-Adl. Al-Bakri est un expert en explosifs et en armes chimiques. <\/p>\n\n
Avant de rejoindre AQ, al-Bakri \u00e9tait membre du groupe terroriste du Jihad islamique \u00e9gyptien sous la direction d’al-Zawahiri. Il a servi de formateur dans les camps d’AQ en Afghanistan, entra\u00eenant les recrues terroristes \u00e0 l’utilisation d’explosifs et d’armes chimiques. Al-Bakri a \u00e9galement tent\u00e9 de d\u00e9tourner un vol de passagers de Pakistani Air en d\u00e9cembre 2000. Il est probable qu’il continue \u00e0 former des terroristes d’AQ et d’autres extr\u00e9mistes.<\/p>\n\n

Le 3 octobre 2005, le D\u00e9partement du Tr\u00e9sor des \u00c9tats-Unis a d\u00e9sign\u00e9 al-Bakri comme un Terroriste Mondial Sp\u00e9cialement D\u00e9sign\u00e9 (Specially Designated Global Terrorist) en vertu de l\u2019Ordre Ex\u00e9cutif 13224, tel qu’amend\u00e9. En raison de cette d\u00e9signation, entre autres cons\u00e9quences, tous les biens et int\u00e9r\u00eats sur les biens d’al-Bakri soumis \u00e0 la juridiction des \u00c9tats-Unis sont bloqu\u00e9s, et il est g\u00e9n\u00e9ralement interdit aux personnes am\u00e9ricaines d’effectuer des transactions avec al-Bakri.
