R\u00e9compenses pour la Justice offre une r\u00e9compense allant jusqu’\u00e0 5 millions de dollars pour toute information sur Ahmad Ibrahim al-Mughassil, \u00e9galement connu sous le nom d’Abu Omran. Al-Mughassil, chef pr\u00e9sum\u00e9 de la branche militaire de l’organisation terroriste Saudi Hizballah ou Hezbollah saoudien, est recherch\u00e9 pour son r\u00f4le dans l’attentat \u00e0 la bombe de 1996 contre les tours Khobar pr\u00e8s de Dhahran, en Arabie saoudite.<\/p>\n\n
Le 25 juin 1996, des membres du Hezbollah saoudien ont fait exploser un camion-citerne contenant des explosifs plastiques dans le parking des tours Khobar, un complexe r\u00e9sidentiel utilis\u00e9 pour loger le personnel militaire am\u00e9ricain. L’explosion a pratiquement d\u00e9truit le b\u00e2timent le plus proche, tu\u00e9 19 membres des services des \u00c9tats-Unis et un citoyen saoudien et bless\u00e9 des centaines de ressortissants de diverses nations.<\/p>\n\n
Le 21 juin 2001, un grand jury f\u00e9d\u00e9ral des \u00c9tats-Unis a inculp\u00e9 al-Mughassil et 13 autres personnes li\u00e9es \u00e0 l’attentat.<\/p>\n\n
Le 12 octobre 2001, le D\u00e9partement d’\u00c9tat am\u00e9ricain a d\u00e9sign\u00e9 al-Mughassil comme un Terroriste Mondial Sp\u00e9cialement D\u00e9sign\u00e9, conform\u00e9ment \u00e0 l’Ordre Ex\u00e9cutif 13224, tel qu’amend\u00e9. En raison de cette d\u00e9signation, entre autres cons\u00e9quences, tous les biens et int\u00e9r\u00eats sur les biens d’al-Mughassil soumis \u00e0 la juridiction des \u00c9tats-Unis sont bloqu\u00e9s, et il est g\u00e9n\u00e9ralement interdit aux personnes am\u00e9ricaines d’effectuer des transactions avec al-Mughassil.
