R\u00e9compenses pour la Justice offre une r\u00e9compense de jusqu’\u00e0 10 millions de dollars pour toute information sur les activit\u00e9s, les r\u00e9seaux et les associ\u00e9s de Muhammad Kawtharani, \u00e9galement connu sous le nom de Jafar Kawtharani. Kawtharani est un haut dirigeant des forces du Hezbollah en Irak. Kawtharani a assum\u00e9 une partie de la coordination politique des groupes paramilitaires bas\u00e9s en Irak et d’alignement sur l’Iran, autrefois organis\u00e9s par le g\u00e9n\u00e9ral du Corps des gardiens de la r\u00e9volution islamique, Qasem Soleimani, aujourd’hui d\u00e9c\u00e9d\u00e9. <\/p>\n\n
Kawtharani facilite les op\u00e9rations de groupes hors du contr\u00f4le du gouvernement irakien qui ont violemment r\u00e9prim\u00e9 des manifestations, attaqu\u00e9 des missions diplomatiques \u00e9trang\u00e8res et se sont livr\u00e9s \u00e0 des activit\u00e9s criminelles organis\u00e9es de grande ampleur. En tant que membre du Conseil politique du Hezbollah, Kawtharani a promu les efforts du Hezbollah pour fournir une formation, un financement et un soutien politique et logistique aux groupes d’insurg\u00e9s chiites irakiens. Kawtharani a \u00e9galement aid\u00e9 des extr\u00e9mistes transitant vers la Syrie pour soutenir le r\u00e9gime d’Assad.<\/p>\n\n
Le 22 ao\u00fbt 2013, le d\u00e9partement du Tr\u00e9sor des \u00c9tats-Unis a d\u00e9sign\u00e9 Kawtharani comme un Terroriste Mondial Sp\u00e9cialement D\u00e9sign\u00e9 en vertu de l’ Ordre Ex\u00e9cutif 13224, tel qu’amend\u00e9. En raison de cette d\u00e9signation, entre autres cons\u00e9quences, tous les biens et int\u00e9r\u00eats sur les biens de Kawtharani soumis \u00e0 la juridiction des \u00c9tats-Unis sont bloqu\u00e9s, et il est g\u00e9n\u00e9ralement interdit aux personnes am\u00e9ricaines d’effectuer des transactions avec Kawtharani.
