R\u00e9compenses pour la Justice offre une r\u00e9compense de jusqu’\u00e0 5 millions de dollars pour toute information sur Fuad Mohamed Khalaf, \u00e9galement connu sous le nom de Fuad Shongale. Khalaf est un dirigeant d’al-Shabaab et a facilit\u00e9 le soutien financier de cette organisation terroriste \u00e9trang\u00e8re (Foreign Terrorist Organization, FTO) d\u00e9sign\u00e9e par les \u00c9tats-Unis. <\/p>\n\n
En avril 2008, Khalaf et plusieurs autres individus ont dirig\u00e9 des attaques au moyen d\u2019engins explosifs transport\u00e9s par des v\u00e9hicules sur des bases \u00e9thiopiennes et des \u00e9l\u00e9ments du Gouvernement f\u00e9d\u00e9ral de transition \u00e0 Mogadiscio, en Somalie. En mai 2008, Khalaf et un groupe de combattants ont attaqu\u00e9 et captur\u00e9 un commissariat de police \u00e0 Mogadiscio, tuant et blessant plusieurs soldats. Ce m\u00eame mois, Khalaf a organis\u00e9 deux \u00e9v\u00e9nements de collecte de fonds pour al-Shabaab dans des mosqu\u00e9es de Kismaayo, en Somalie. <\/p>\n\n
Le 13 avril 2010, le D\u00e9partement du Tr\u00e9sor des \u00c9tats-Unis a d\u00e9sign\u00e9 Khalaf comme un ressortissant sp\u00e9cialement d\u00e9sign\u00e9 en vertu du d\u00e9cret 13536 pour avoir contribu\u00e9 \u00e0 la violence et \u00e0 la d\u00e9t\u00e9rioration de la s\u00e9curit\u00e9 en Somalie. En raison de cette d\u00e9signation, entre autres cons\u00e9quences, tous les biens et int\u00e9r\u00eats sur les biens de Khalaf soumis \u00e0 la juridiction des \u00c9tats-Unis sont bloqu\u00e9s, et il est g\u00e9n\u00e9ralement interdit aux personnes am\u00e9ricaines d’effectuer des transactions avec Khalaf.
