Rewards for Justice is offering a reward of up to $7 million for information on Talal Hamiyah, also known as Ismat Mezarani. Hamiyah is the head of Hizballah’s External Security Organization (ESO), which maintains organized cells worldwide. The ESO is the Hizballah element responsible for the planning, coordination, and execution of terrorist attacks outside of Lebanon. The attacks have primarily targeted Israelis and Americans.

On September 13, 2012, the U.S. Department of the Treasury designated Hamiyah as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended, for providing support to Hizballah’s terrorist activities in the Middle East and around the world. As a result of this designation, among other consequences, all property and interests in property of Hamiyah that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Hamiyah. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to Hizballah, a U.S.-designated Foreign Terrorist Organization.
