Rewards for Justice is offering a reward of up to $10 million for information leading to the identification or location of any person who, while acting at the direction or under the control of a foreign government, participates in malicious cyber activities against U.S. critical infrastructure in violation of the Computer Fraud and Abuse Act (CFAA).

Andrey Stanislavovich Korinets is wanted by U.S. authorities for his alleged involvement in a coordinated, multi-year spear phishing campaign that targeted the Department of Defense, the Department of State, Department of Energy national laboratories, former members of the intelligence community, and cleared defense contractors. The operation was conducted by the Callisto Group, an entity managed by the Russian Federal Security Service (FSB)

Between October 2016 and September 2020, Korinets, a self-described cyber-criminal, created and registered numerous malicious domains for the Callisto Group using false registration information.  Many of those domains were used by Callisto operators for harvesting credentials of the targeted victims.

The Callisto Group’s spear phishing campaign in the United States was aimed at gathering valuable intelligence related to U.S. defense, foreign affairs, and security policies, including nuclear energy-related research and development. The Callisto Group used similar spear phishing techniques to hack into the computers and e-mails of victims in the United Kingdom, including military personnel, government officials, think tanks, and journalists.

In 2023, U.S. authorities charged Korinets for his role in the campaign under multiple violations of the CFAA.
