The Revolutionary People’s Liberation Party/Front (DHKP/C) was founded in 1978 in Turkey. DHKP/C advocates a Marxist-Leninist ideology and opposes the United States, NATO, and the Turkish establishment. The group has targeted U.S. interests, including U.S. military and diplomatic personnel and facilities, NATO personnel and facilities, and Turkish targets since the 1990s. In February 2013, a DHKP/C operative exploded a suicide vest at the U.S. Embassy in Ankara. The explosion killed a Turkish guard and seriously wounded a Turkish journalist. In March 2013, three members of the group attacked the Ministry of Justice and the Ankara headquarters of the Turkish Justice and Development political party using grenades and rocket launchers.
On October 8, 1997, the U.S. Department of State designated DHKP/C as a Foreign Terrorist Organization under section 219 of the Immigration and Nationality Act, as amended. On October 31, 2001, the Department of State designated DHKP/C as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result, all of DHKP/C’s property, and interests in property, subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with DHKP/C. It is a crime to knowingly provide, or to attempt or conspire to provide, material support or resources to DHKP/C.
