Islamic State’s Khorasan Province (ISIS-K) is an Afghanistan-based terrorist group that conducts operations in Afghanistan and Pakistan. Composed primarily of former members of Tehrik-e Taliban Pakistan, the Afghan Taliban, and the Islamic Movement of Uzbekistan, ISIS-K pledged allegiance to ISIS in 2015. ISIS-K is responsible for the July 2016 bombing at a peaceful protest in Kabul that killed nearly 80 people and wounded another 230. In August 2016, the group claimed responsibility for a shooting and suicide bombing at a hospital in Quetta, Pakistan, which killed 94. ISIS-K also claimed responsibility for the May 2020 attack at a Kabul maternity hospital that killed 24 people, including newborn babies and their mothers.

On January 14, 2016, the U.S. Department of State designated ISIS-K as a Foreign Terrorist Organization under section 219 of the Immigration and Nationality Act, as amended. Previously, on September 29, 2015, the Department of State designated ISIS-K as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result, all of ISIS-K’s property, and interests in property, subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with ISIS-K. It is a crime to knowingly provide, or to attempt or conspire to provide, material support or resources to ISIS-K.
