The Japanese Red Army (JRA) was formed around 1970 after breaking away from the Japanese Communist League-Red Army Faction. JRA’s stated goals were to overthrow the Japanese Government and monarchy. JRA conducted multiple attacks around the world, including the 1972 attack on Lod Airport in Israel that killed 26 people and injured 80, the 1975 attempted takeover of the U.S. Embassy in Kuala Lumpur, and the 1988 USO Club bombing in Naples, Italy, which killed five. The group’s leader was arrested in 2000, and the group announced its plans to disband in 2001.
On October 8, 1997, the U.S. Department of State designated JRA as a Foreign Terrorist Organization (FTO) under section 219 of the Immigration and Nationality Act, as amended. On October 8, 2001, the Department of State revoked JRA’s designation as an FTO.
