Rewards for Justice is offering a reward of up to $10 million for information on Akram ‘Abbas al-Kabi, the founder and leader of the terrorist group Harakat al-Nujaba (HAN), a U.S.-designated Foreign Terrorist Organization (FTO).

Under Al-Kabi’s leadership, HAN has targeted U.S. bases and military personnel in Iraq and Syria with the goal of forcing U.S. forces to withdraw from Iraq. On March 23, 2023, HAN launched an unmanned aerial vehicle attack against the Rumalyn Landing Zone, a U.S. military base in northeastern Syria, killing a U.S. contractor and wounding five U.S. servicemembers and an additional U.S. contractor.

HAN has publicly pledged its loyalty to Iran and the late Iranian Supreme Leader Ayatollah Khamenei, and al-Kabi has publicly stated that he would follow any order if the late Khamenei declared it to be a religious duty. Iran’s Islamic Revolutionary Guard Corps–Qods Force (IRGC-QF) and Lebanese Hizballah (LH) help fund, train, and equip HAN. The IRGC-QF and LH are both U.S.-designated FTOs.

In the early 2000’s, al-Kabi provided financial and material support to Shia militia groups that committed acts of violence in Iraq. He also provided funding to elite, Iran-trained splinter factions of the now-disbanded Jaysh al-Mahdi militia in Iraq.

On September 16, 2008, the U.S. Department of the Treasury declared al-Kabi a Specially Designated National under E.O. 13438 for planning and conducting multiple attacks against Coalition forces, including mortar and rocket launches into the International Zone. The designation prohibits all transactions between the designees and any U.S. person and freezes any assets the designees may have under U.S. jurisdiction.

On March 5, 2019, the Department of State designated HAN and al-Kabi as Specially Designated Global Terrorists (SDGTs) under Executive Order (E.O.) 13224. Among other consequences, all their property and interests that are in the United States, that come within the United States, or come within the possession or control of U.S. persons, are blocked, and U.S. persons are generally prohibited from engaging in any transactions with them.

On September 19, 2025, the Department of State designated HAN as an FTO under Section 219 of the Immigration and Nationality Act, as amended. As a result of this designation, U.S. persons are prohibited from providing material support or resources to, or engaging in other transactions with, HAN, and all property and interests in property of the organization that are in the U.S., or come within the U.S., or the control of U.S. persons are frozen.
