Rewards for Justice is offering a reward of up to $4 million for information on Ibrahim Ahmed Mahmoud al-Qosi, also known as Sheikh Khubayb al-Sudani and Mohammad Salah Ahmad.

Al-Qosi is a senior leader of al-Qa’ida in the Arabian Peninsula (AQAP), a U.S.-designated Foreign Terrorist Organization. He joined AQAP in 2014 and is now part of the leadership team that assists AQAP leader Sa’ad bin Atef al-Awlaki.

Since 2015, al-Qosi has urged “lone-wolf” attacks in the United States and appeared in AQAP online recruiting materials. He has supported al-Qa’ida for decades and worked directly for now-deceased al-Qa’ida leader Usama bin Ladin for many years.

Al-Qosi was captured in Pakistan in December 2001 before being transferred to Guantanamo Bay. He pleaded guilty in 2010 before a military commission of conspiring with al-Qa’ida and providing material support to terrorism. U.S. authorities released al-Qosi and returned him to Sudan in 2012 pursuant to a pretrial agreement.
