Rewards for Justice is offering a reward of up to $10 million for information leading to the identification or location of any person who, while acting at the direction or under the control of a foreign government, participates in malicious cyber activities against U.S. critical infrastructure in violation of the Computer Fraud and Abuse Act (CFAA).
Vladislav Borovkov (Боровков Владислав), Denis Igorevich Denisenko (Денисенко Денис Игоревич), Yuriy Denisov (Денисов Юрий), Dmitriy Yuryevich Goloshubov (Голошубов Дмитрий Юрьевич), and Nikolay Aleksandrovich Korchagin (Корчагин Николай Александрович) are Russian military intelligence officers with Unit 29155 of the Russian General Staff Main Intelligence Directorate (GRU).
These individuals targeted and compromised computer systems, including Ukrainian government systems associated with critical infrastructure, using “WhisperGate” malware. GRU hackers deployed WhisperGate malware in advance of Russia’s February 2022 invasion of Ukraine in a series of destructive cyber attacks against Ukrainian government agencies and private sector organizations.
GRU malicious cyber activity also targeted U.S. critical infrastructure and included efforts to scan for vulnerabilities, map networks, and identify potential website vulnerabilities in U.S.-based critical infrastructure – particularly the energy, government, and aerospace sectors.
In addition to targeting Ukrainian networks, these five Unit 29155 GRU officers are also responsible for targeting or compromising critical infrastructure in dozens of Western allied countries.
They are believed to have played a role deploying destructive malware and to take other disruptive cyber actions through unauthorized access to victims’ computers for the strategic benefit of Russia.
